Proposed laws on NGOs to be introduced

THE Department of Environment and Conservation will be introducing several legislations, among them will be one to control non-government organisations involved with environmental issues, parliament was told yesterday.

In his ministerial statement to parliament, Minister for Environment and Conversation John Pundari said among several reviews of existing laws concerning environment and conservation, his department would introduce a legislation to establish a conservation and environment protection authority by the end of this year.

“The authority will increase job opportunities and will also set higher standard for environmental approvals and compliances,” he said.
Pundari said that a review into penalties and fines would also be done as penalties were too soft for breaches.

He wanted to introduce a PNG biodiversity conservation trust fund to establish protected areas which would further attract funding from international donors, industry and philanthropic organizations, as well as funding from government for each area.

The minister said he had prepared a submission to cabinet for the endorsement of a trust fund and the  government would be asked to invite one of the key multi-lateral agencies to help with the design and establishment of the fund.
